So what she's saying is that they don't want to force their government on the willing so their goal is to make people willing.

I always find it amusing that the growing percentage of people that disapprove of the presisdent's actions in Iraq start to equal and surpass the percentage that voted him into office. 50% dislike the president and his actions?! WELL! Big surprise! Only 51% of us voted him into office! Funny how those that critisized us for our critisism of Bush are starting to come around and even his own people don't approve of his actions. Well...they disapprove as long as it doesn't line their pockets with more cash than they need.
